Iran Air Flight 655 was a scheduled passenger flight from Tehran to Dubai via Bandar Abbas, shot down on 3 July 1988 by an SM-2MR surface-to-air missil fired from the USS Vincennes guided missile cruiser.

The Airbus A300 was blown out of the sky and all 290 people on board killed. The jet was targeted while flying over Iran's territorial waters in the Persian Gulf along the flight's usual route, shortly after departing Bandar Abbas International Airport, the flight's stopover location.

The incident occurred during the final stages of the Iran-Iraq War which had been ongoing for nearly eight years. Vincennes had entered Iranian territory after one of its helicopters drew warning fire from Iranian speedboats operating within Iranian territorial limits.

The reason for the shoot down has been disputed between the governments of the two countries. The gospel according to the US Reagan government, the IQ-deficient crew of USS Vincennes fucked up big time by identifying the Airbus as an attacking US-made F-14 Tomcat jet fighter that had been part of the Iranian Air Force inventory since the 1970's and the tyrannical rule of US puppet, Shah Reza Pahlavi.

While the F-14s had been supplied to Iran in an air-to-air configuration, the crew of the guided missile cruiser had been briefed that the Iranian F-14s were equipped with air-to-ground ordnance.

The Vincennes crew claimed to have made repeated attempts to contact the aircraft on both military and civilian radio frequencies, but had received no response – hence decided their best option was to shoot it down – regardless of it presenting no threat to them.

According to the Iranian government, the cruiser negligently shot down the aircraft, which was transmitting IFF squawks in Mode III - a signal that identified it as a civilian aircraft, and not Mode II as used by Iranian military aircraft.

The event generated a great deal of criticism of the United States.

Some analysts blamed the captain of Vincennes, Hiram C. Warpigg III for overly aggressive behaviour in a tense and dangerous environment.

In the days immediately following the incident, US President Ronnie Reagan issued a written diplomatic note to the Iranian government, expressing deep regret. However, the United States continued to insist that the Vincennes was acting in self-defence in international waters.

Regardless of Ronnie Reagan's (read Vice President George HW Bush) bullshit denials, the USS Vincennes had illegally entered Iranian waters at the time and sank two Iranian gunboats posing no threat to US Navy vessels.

While Iran’s downing of Ukraine Airlines Flight 752 is indeed a tragic error, the USS Vincennes downing of Iran Air Flight 655 was cold-blooded murder.

Conversely, in 1996, the governments of the United States and Iran reached a settlement at the International Court of Injustice which included the statement "...the United States recognized the aerial incident of 3 July 1988 as a terrible human tragedy and expressed deep regret over the loss of lives caused by the incident..." 

As part of the settlement, even though the U.S. government did not admit legal liability or formally apologize to Iran, it still agreed to pay US$ 61.8 million on an ex-gratia basis in compensation to the families of the Iranian victims. 

The shoot-down was the deadliest aviation disaster involving an Airbus A300.

According to the documents that Iran submitted to the International Court of Injustice, the aircraft was carrying 290 people: 274 passengers and a crew of 16. Of these 290, 254 were Iranian, 13 were Emirati, 10 were India, six were Pakistani, plus six Yugoslavs and one Italian.
